Who is eligible for an LTVP?

Parents
Parents of EP or S Pass holders can apply for an LTVP — but only if the sponsoring child earns at least $12,000/month. This threshold is significantly higher than the DP requirement ($6,000).

EntrePass holders can sponsor parents only after meeting enhanced renewal milestones: 8 full-time local employees and $300,000 in business spending.
If you are in a de facto relationship that is not legally recognised as a marriage in Singapore, your partner may qualify for an LTVP. Documentary evidence of the relationship is required.
Stepchildren and children from a previous marriage or relationship may qualify for an LTVP if they are unmarried and under 21.
Unmarried children over 21 with disabilities who are financially dependent on the sponsor may qualify for an LTVP.
Spouses and children of Singapore citizens or PRs may also hold an LTVP (issued by ICA rather than MOM). These LTVP holders may be eligible for a Pre-approved Letter of Consent (PLOC) to work.
The key difference: DP is for legally married spouses and unmarried children under 21 (sponsor earns $6,000+). LTVP covers everyone else — parents, common-law partners, stepchildren, and special cases. If a family member qualifies for DP, that’s the preferred route.

Can LTVP holders work in Singapore?
It depends on the category:

LTVP holders who are spouses or children of Singapore citizens/PRs may be eligible for a Pre-approved Letter of Consent (PLOC) at the time of LTVP application or renewal. The PLOC allows them to work without a separate work pass application.

LTVP holders sponsored by EP/S Pass holders (e.g., parents) generally cannot work. If they want to work, they would need their own qualifying work pass — which is rarely practical for elderly parents.

For LTVP holders who are common-law spouses of work pass holders, work eligibility is assessed case-by-case. We advise on the options during the application process.
Bringing parents to Singapore is one of the most common LTVP requests — and one of the most restricted.

The sponsor must earn at least $12,000/month in fixed salary. This is double the DP threshold and significantly narrows the pool of eligible sponsors.

Even at $12,000+, approval is not guaranteed. MOM considers the overall application holistically, including the sponsor’s employment stability and ability to support the parent financially.

For EntrePass holders, the bar is even higher — 8 full-time local employees and $300,000 in business spending.

The LTVP is tied to the sponsor’s work pass and is typically issued for the same duration.

Renewal should be submitted at least 2 months before expiry. Required documents are similar to the initial application — updated relationship evidence, passport copies, and the sponsor’s current pass details.

If the sponsor’s work pass is cancelled, the LTVP is also cancelled. We help manage transitions — for example, when a sponsor changes employers — to ensure family members’ immigration status is protected.
LTVP holders are not eligible for government healthcare subsidies (which are reserved primarily for citizens and PRs). This means medical costs can be significant, especially for elderly parents.

We strongly recommend comprehensive private health insurance for all LTVP holders, particularly parents. Singapore’s healthcare is world-class but expensive without subsidies.

How long does the LTVP application take?
Typically 3–6 weeks. Applications for parents or common-law partners may take longer due to additional assessment. Some ICA-processed LTVPs have different timelines.
Yes, if you meet the $12,000/month salary threshold. Each parent requires a separate application and government fee.
MOM may require medical reports or evidence of health insurance. Pre-existing conditions don’t automatically disqualify the application, but comprehensive insurance coverage strengthens the case.
LTVP holders (e.g., stepchildren) can apply for school enrolment. University attendance may require a Student Pass depending on course duration.
No maximum age. However, MOM may assess the sponsor’s ability to financially support elderly parents.
