Who is eligible to apply for Singapore PR?

Professionals, Technical Personnel & Skilled Workers (Pts)
This is the most common route. If you hold an Employment Pass, S Pass, or EntrePass and are currently working in Singapore, you can apply under this scheme.
If you are married to a Singapore citizen or PR, or are an unmarried child (under 21) of a citizen or PR, you can apply under the family scheme with your SC/PR family member as sponsor.
Parents of Singapore citizens can apply with their citizen child as sponsor.
For high-net-worth individuals and business owners willing to invest a minimum of $2.5 million in Singapore. Managed by the Economic Development Board (EDB).
For internationally recognised artists in visual arts, performing arts, literary arts, design, or media. Joint programme between ICA and the National Arts Council.

What ICA actually looks for in a PR application

There is no published scoring system for PR applications. ICA assesses every application holistically — which means there’s no magic salary number or years-of-residence threshold that guarantees approval.

What ICA has publicly stated it considers:
— Economic contributions: employment history, income stability, tax filings, and CPF contributions
— Qualifications: educational background and professional standing
— Age: over 62% of successful applicants are between 21 and 40
— Family profile: having a spouse or children in Singapore strengthens the case significantly
— Length of residency: longer physical presence in Singapore signals commitment
— Family ties to Singaporeans: marriage to or children who are Singapore citizens or PRs
— Integration: community involvement, children in local schools, professional contributions

We analyse your specific profile against these factors and build your application around your strongest points.
Most successful PTS applicants apply after 2 to 3 years of continuous employment in Singapore. This is not a rule — it’s a pattern.

The reason: at the 2–3 year mark, you typically have 6+ months of payslips, up to 3 years of IRAS Notices of Assessment, a stable employment record, and enough residency history to demonstrate commitment.

Applying too early — within the first 6–12 months — usually results in a weaker application. You simply don’t have enough history for ICA to assess.

That said, timing isn’t everything. Some profiles are strong enough to apply after 1–2 years (high earners, in-demand sectors, Singaporean spouse). Others benefit from waiting until children are enrolled in local schools or until they’ve built community ties.

ICA requires a comprehensive set of documents. The standard PTS application includes:

Identity:
— Passport (all pages)
— Birth certificate
— Current Singapore pass (EP/S Pass/EntrePass)
— Passport-sized photograph

Employment:
— Letter of employment from current employer (dated within 3 months)
— Payslips from the last 6 months
— IRAS Notices of Assessment (up to 3 years)

Education:
— Degree certificate(s) and transcripts
— Professional licences or certifications

Family (if applying with family):
— Marriage certificate
— Children’s birth certificates
— Spouse’s passport and employment details
— Divorce decree and custody papers (if applicable)

ICA does not publish rejection reasons in detail. But based on our experience with hundreds of applications, the most common issues are:
— Applying too early, before building sufficient employment and tax history
— Weak income trajectory — flat or declining salary over the residency period
— Job-hopping — frequent employer changes signal instability
— Incomplete or inconsistent documentation — mismatches between declared income, payslips, and tax filings
— Weak integration evidence — no community involvement, children not in local schools
— Overreliance on salary alone — ICA looks at the full picture, not just income

What we do differently: we review your profile through ICA’s lens before submission. If there are gaps, we address them — either through documentation, the cover letter, or strategic timing.
If your application is approved, you’ll receive an In-Principle Approval (IPA) from ICA. You then complete the PR formalities:

— Visit ICA to complete entry procedures
— Receive your Singapore blue Identity Card (IC)
— Obtain a Re-Entry Permit (REP) — essential if you plan to travel outside Singapore. Without a valid REP, you risk losing your PR status
— Male applicants and their sons should note that Singapore PRs are subject to National Service (NS) obligations under the Enlistment Act

The REP is initially issued for 5 years and must be renewed. A lapsed REP can lead to loss of PR status.

Frequently asked questions

Is there a minimum salary to apply for PR?
There is no official minimum salary. ICA does not publish a threshold. However, income stability, growth trajectory, and consistent CPF contributions are all assessed. In practice, successful PTS applicants typically earn well above the EP qualifying salary.
Standard processing time is 4 to 6 months. More complex applications can take up to 12 months. A longer wait does not necessarily indicate a negative outcome.
Yes. S Pass holders can apply under the PTS scheme. However, EP holders generally have a stronger profile for PR purposes due to the higher salary and qualification requirements.
Yes. You can include your spouse and unmarried children under 21 in the same application. Each family member is assessed individually, but applications with a family profile are often viewed favourably.
Yes. Volunteer work, membership in local organisations, children in local schools, and participation in community activities all strengthen your application.
You can reapply. There is no mandatory waiting period, but we recommend waiting at least 6–12 months and strengthening the areas that may have contributed to the rejection.
No. Singapore allows dual nationality in practice for PRs. However, if you later apply for Singapore citizenship, you will be required to renounce your existing citizenship.
The REP allows you to travel out of and return to Singapore as a PR. Without a valid REP, leaving Singapore could result in losing your PR status. Initially valid for 5 years, it must be renewed.
Male PRs (and male children of PRs) who are granted PR before a certain age may be required to serve National Service. This is an important consideration for families with sons.
