How ICA evaluates your PR application
What ICA has publicly stated it considers:
— Economic contributions: employment history, income stability, tax filings, and CPF contributions
— Qualifications: educational background and professional standing
— Age: over 62% of successful applicants are between 21 and 40
— Family profile: having a spouse or children in Singapore strengthens the case significantly
— Length of residency: longer physical presence in Singapore signals commitment
— Family ties to Singaporeans: marriage to or children who are Singapore citizens or PRs
— Integration: community involvement, children in local schools, professional contributions

When is the right time to apply?
The reason: at the 2–3 year mark, you typically have 6+ months of payslips, up to 3 years of IRAS Notices of Assessment, a stable employment record, and enough residency history to demonstrate commitment.
Applying too early — within the first 6–12 months — usually results in a weaker application. You simply don’t have enough history for ICA to assess.
That said, timing isn’t everything. Some profiles are strong enough to apply after 1–2 years (high earners, in-demand sectors, Singaporean spouse). Others benefit from waiting until children are enrolled in local schools or until they’ve built community ties.

Why PR applications get rejected — and how to avoid it
— Applying too early, before building sufficient employment and tax history
— Weak income trajectory — flat or declining salary over the residency period
— Job-hopping — frequent employer changes signal instability

What happens after PR is approved?
— Visit ICA to complete entry procedures
— Receive your Singapore blue Identity Card (IC)
— Obtain a Re-Entry Permit (REP) — essential if you plan to travel outside Singapore. Without a valid REP, you risk losing your PR status
— Male applicants and their sons should note that Singapore PRs are subject to National Service (NS) obligations under the Enlistment Act
The REP is initially issued for 5 years and must be renewed. A lapsed REP can lead to loss of PR status.
